DJIBOUTI, October 5, 2026 (#ADI) – The Minister of Energy, in charge of Natural Resources, Dr. Djama Mohamed Hassan, received today in his cabinet the French Ambassador to the Republic of Djibouti, Mr. Jérôme Bresson.

This meeting provided an opportunity for both leaders to review the main axes of the bilateral energy partnership and to discuss opportunities for the development of new structuring projects.

During the meeting, Minister Djama Mohamed Hassan from the outset praised the depth and quality of the ties of friendship and cooperation between Djibouti and France, expressing his willingness to further consolidate them in the field of energy.

Introducing the country’s strategic directions, the member of the Government then recalled that the national energy policy aimed at achieving energy sovereignty and universal access to electricity for the population. He also stressed the importance of having stable and continuous basic energy, based on a mix of geothermal and civil nuclear energy, which is essential to support the development of the private sector, encourage the emergence of small industrial transformation units and create jobs for young people.

To support this ambition, the Minister asked France for support on two major priority needs:

-The development of human capital through the training of young Djiboutian executives in civil nuclear technologies and occupations, in order to constitute the qualified human resource that will guide the deployment of future modular reactors (SMR);

-Rural electrification through the connection to the national network of villages on the outskirts of the capital and regional capitals to stimulate the local economy, together with the continuation of solar electrification of the most isolated localities, in partnership with the Agence Française de Développement (AFD).

For his part, the French Ambassador to Djibouti, Mr. Jérôme Bresson, first thanked the Minister for his warm welcome. He then recalled the achievements under way in the energy field, including the implementation of the Energy Efficiency Programme of Administrative Buildings (PEEBA), a pillar of bilateral cooperation on energy transition.

The French diplomat subsequently highlighted the know-how of French companies throughout the entire electrical value chain (in terms of production, distribution and energy storage) and their mastery of the most innovative technologies.

With regard to the atomic aspect, he said that the demand for training expressed by the Djiboutian side was in the context of the current revival of civilian nuclear power in France.

In the meantime, the ambassador brought to the attention of the minister of the upcoming visit to Djibouti of an economic mission of La Francophonie, comprising four French SMEs specializing in the energy sector.

Mr. Jérôme Bresson finally reaffirmed France’s continued commitment alongside Djibouti and reiterated his country’s willingness to support it in its energy transition, through technical assistance, financing of structural projects and the transfer of skills.

Discussions were then extended to other major projects, including the construction of the new thermal power plant in Damerjog, the solar project in the Grand Bara, the development of geothermal energy and the green hydrogen opportunities in the Obock region.

At the end of their discussions, the two parties agreed to maintain regular consultations in order to speed up the implementation of the identified projects.

Note the presence at this meeting of the Economic Diplomacy Attaché at the French Embassy in Djibouti, Mr. Aziz Madkouk. Djiboutian side, the minister’s chief technical adviser, Mahdi Waberi Hassan, took part in the meeting.
